    為優(yōu)化配置省、市、縣三級人工影響天氣指揮作業(yè)資源,依據(jù)各級人工影響天氣辦公室的職責(zé)范圍和任務(wù)特點(diǎn),進(jìn)行省、市、縣三級人工影響天氣作業(yè)指揮體制探討。提出省級主要負(fù)責(zé)全省飛機(jī)人工增雨作業(yè)和全省地面人工影響天氣預(yù)警、作業(yè)信息收集、監(jiān)測等工作,市級主要負(fù)責(zé)屬地作業(yè)點(diǎn)的直接指揮作業(yè)工作,縣級主要進(jìn)行作業(yè)監(jiān)測工作。該體系體現(xiàn)市級指揮中心直接指揮作業(yè)點(diǎn)作業(yè)的模式特長,發(fā)揮省級飛機(jī)作業(yè)和地面作業(yè)預(yù)警的技術(shù)優(yōu)勢,減少縣級人工影響天氣辦公室因人員少、技術(shù)力量薄弱等帶來的作業(yè)水平不高的問題。解決三級資源共享和作業(yè)指令接收中的時間延遲等問題,提高作業(yè)時效和水平。

    Abstract:

    To optimize the allocation of the resources in a trilevel (provincemunicipalitycounty) operation command system for weather modification, a new operation command scheme is proposed according to the responsibility scope and the mission characteristics of weather modification offices at various levels. The provincial level is mainly responsible for plane precipitation enhancement operations, groundbased early warning for weather modification, operating information collection, and monitoring in the whole province. The municipal level is mainly responsible for the direct command of operational sites within the region. The main task at the county level is to carry out monitoring. The system embodies the peculiar advantage of the mode, i.e., the direct commanding of operating sites by municipal centers, which gives full play to the technological advantages of the provincial plane operation and groundbased operational early warning and solves the problem which is caused by the less staff and weak technological force of countylevel weather modification offices. Also it realized the trilevel resource sharing, solved the problem of time delay while receiving operation instructions,and improved operational timeliness and performance.
